士嘉堡-爱静阁区华裔国会议员陈家诺（Arnold Chan，如图）12月2日被总理杜鲁多任命为政府众议院副领袖（Deputy Government House Leader），他将随同政府众议院领袖莱布兰克（Dominic LeBlanc）一起，促使国会正常运作并且保证联邦政府代表人民真正的声音。

杜鲁多稍早前任命的部长中无一华裔，令社区颇为失望，陈家诺获委任是一椿好消息。

陈家诺在声明中表示：“我很荣幸担任杜鲁多政府众议院副领袖。自由党政府承诺带来真正的改变，相信政府众议院副领袖之职十分重要。我期待与议会领袖良好合作，并确保加拿大人在渥太华听到一个真实的声音。（“I am honoured that Prime Minister Trudeau has appointed me as the Deputy Government House Leader. We promised Canadians a Government that will bring real change. This is going to be an important role in ensuring we move forward on our legislative agenda in the House of Commons. I look forward to working with our Government House Leader to make Parliament relevant again and to ensure that Canadians once again have a real voice in Ottawa.”）

陈家诺表示，自己的新职位是在管理国会立法程序上的一个领导角色之一。自由党在大选中有过多项承诺，要将这些承诺变为现实，就要通过立法。他作为立法程序管理团队之一员，就是要确保立法程序的透明和公正，也包括改革现有的不合理程序，确立新的规则和秩序。作为个人来说，他也承认这是一个更大的舞台，使他更加深入地涉足议会事务中。他还称，他的律师背景对他承担此重任会有所帮助，但议会有议会专门的规则和程序，他还会不断的学习和努力。

陈家诺是出生于多伦多、根植于士嘉堡社区的华人。少年时期勤奋好学，先后获得多伦多大学双学士、两个硕士学位，并获UBC大学法律学位。他的事业横跨公共服务和私营企业两大领域，他做过律师、政治幕僚，也做过企业高层管理人员，有丰富的公共服务经验和企业管理经验。在从事私营企业之外，陈家诺也有三十多年的丰富从政经历，他从16岁开始就关注公共事务、参加自由党的活动，从献身多个竞选的一线义工做起，到担任省府幕僚和陈国治厅长幕僚长等资深职务。

陈家诺于2014年6月30日当选为大多伦多地区自由党第一位华人国会议员，同年8月19日被任命为联邦自由党影子内阁成员，他的身份包括安省北部联邦经济发展及安省南部联邦经济发展机构评论员。2015年10月19日他在大选中获得连任。

杜鲁多总理在12月2日发布了35位国会秘书名单。遗憾的是，没有一位华裔国会议员入榜。

在任命书之后，总理发表声明再次强调建立强大而多元的团队，对服务所有国民的重要性，又形容今次获任命的议员来自国内不同社群。声明又表示，每位联邦部长获分配一位议会秘书，他们将会携手合作，相信能够强化现有内阁的实力。联邦政府将会致力促进中产阶层成长，建立开放和具透明度的政府，和进一步增加强加拿大的多元性。

“In order to build a country that works for everyone, you need a strong and diverse team. Today I have the pleasure of announcing that 35 remarkable Canadians will be taking on new and expanded responsibilities. These highly motivated individuals, who come from a variety of backgrounds and communities across our great country, bring a wealth of talent and experience to the table that will complement existing Cabinet strengths.

“Canadians voted for new leadership and a new tone in Ottawa. They told us what is important to them and our whole team will work together with other parliamentarians, other orders of government, and Indigenous communities to deliver a plan to address their priorities. We are focused on growth for the middle class, open and transparent government, a sustainable environment and economy, further strengthening Canada’s diversity, and balancing security and opportunity.

“Each Minister has been assigned a parliamentary secretary to work hand-in-hand with them. Additionally, we will be introducing legislation to formalize the equal status of our ministerial team sitting around the Cabinet table.

“I am also pleased to announce the appointment of Ginette Petitpas Taylor, as Deputy Government Whip, and Arnold Chan, as Deputy Government House Leader.

“Our extraordinary team of Canadians will work tirelessly to honour the trust Canadians have given us. Together, we will build an even better future for our children and grandchildren.”
